With Dubai’s skyline ever-expanding, a critical question looms: will escalating real estate prices make living costs unsustainable?

Dubai’s government is tackling these issues head-on with a strategic plan to ensure market fairness and stability.

The rise in property values presents a paradox. While showcasing Dubai’s strong economy and appeal to global investors, it also drives up rental costs, a major living expense affecting residents.

However, deeper analysis offers a nuanced view. Despite recent price hikes, Dubai remains an affordable global center compared to other major cities.

“In Dubai, a million-dollar home offers 58% more space than in New York, 65% more than London, and 55% more than Singapore,” explained Omar Bushahab, Director General of the Dubai Land Department and Chairman of the Mohammed Bin Rashid Housing Establishment.

This was discussed at the Mohammed bin Rashid Leadership Forum 2025, an annual event at the Dubai World Trade Centre under Sheikh Mohammed bin Rashid’s patronage, gathering 1,000 key leaders to discuss Dubai’s global ambitions.

Smart Rental Index to Address Market Gaps

To sustain competitiveness and prevent market overheating, the Dubai Land Department has implemented innovative strategies. Central to this is the Smart Rental Index, launched a year ago, which highlights significant property price disparities across market segments.

“The index reflects the government’s concerns about rising living costs,” Bushahab noted.

The index identifies options across luxury and budget segments, providing a comprehensive market overview.

Plans are underway to expand this index to the commercial sector, offering a holistic view of Dubai’s real estate ecosystem. “The index will soon include the commercial sector for a more complete market view,” Bushahab confirmed.

Dubai Land Department’s strategy focuses on neutrality among market players. “We will measure regularly, ensuring no bias towards sellers or buyers. As a government, neutrality is essential,” Bushahab emphasized.

Record-Breaking Market Performance

Dubai’s market performance has been exceptional. By August’s end, transactions totaled around 595 billion dirhams, a 24% increase from the previous year.

The entry of 380,000 new investors into the UAE market marks a 24% rise, with sales reaching 414 billion dirhams, a 43% increase.

“These figures are impressive compared to other governments,” Bushahab stated.

Market Dynamics and Price Trends

Recent data shows Dubai’s real estate sector continues to climb. Average property prices hit Dh1,582 per square foot in the first half of 2025, a 6% increase from the latter half of 2024 and a 3% rise from Q1 2025, per Betterhomes’ report.

Impact on Cost of Living

The real estate boom is significantly influencing living costs. In response to rising rents, UAE employers have boosted housing allowances by an average of 4% in 2025, according to Mercer.

Rents in major emirates have climbed over the past four years due to a growing population exceeding 11 million. Most areas in Dubai and Abu Dhabi have seen rent hikes from high single to double digits in recent years.

The 2025 Middle East Housing and Schooling Report showed 70% of UAE firms offer separate housing allowances, while 25% include it in consolidated allowances. Over half of employers (52%) now provide housing allowances upfront to ease large rent payments.
