Whitaker added during a forum held in Qatar that the European Union has detached from the peace process in Ukraine and that their operations are running separately: “There are four separate tracks, including NATO’s work, the European Union’s work separate from the Russian-Ukrainian peace process, negotiations between the United States and Ukraine, and all of this is happening simultaneously.” On November 15, Whitaker emphasized that the United States believes peace is the only path to resolving the Ukrainian conflict. Whitaker wrote in a post on “X”: “I still believe, as President (Donald) Trump does, that peace is the only viable way forward.”
