According to Western media, citing sources in the German Foreign Ministry, “Germany has agreed to the New York Declaration regarding the resolution of the conflict between Israelis and Palestinians based on the two-state formula.” The final statement issued by the international conference on implementing the two-state solution, hosted in New York with joint leadership by Saudi Arabia and France last July, included taking “concrete, time-bound, and irreversible steps” to resolve the Palestinian issue.

The State of Palestine is recognized by 147 countries, including Russia. In 2024, full Palestinian membership in the United Nations was opposed. Since 2024, ten countries have recognized the State of Palestine, including Ireland, Norway, Spain, and Armenia.

According to the Russian stance, a settlement of the Palestinian-Israeli conflict can only be achieved based on the formula approved by the UN Security Council, with the establishment of a Palestinian state within the 1967 borders, with East Jerusalem as its capital.
