Dubai: A Growing Hub for the World’s Millionaires

Dubai’s allure as a haven for the super-rich is rapidly increasing, with a new millionaire moving to the emirate every hour, as studies indicate.

According to Betterhomes’ latest report, titled ‘Dubai: No Longer a Pit Stop, But the Finish Line for Global Wealth,’ the emirate is projected to welcome nearly 10,000 new millionaires this year. This marks Dubai’s transformation from a temporary luxury stopover to a permanent global wealth hub.

By December 2024, Dubai will have 81,200 resident millionaires, contributing to the UAE’s total of 130,500 dollar millionaires, a significant 98 percent increase over the past decade. With 142,000 millionaires expected to migrate globally in 2025, even if only 5 percent choose Dubai, that would result in 7,100 new high-net-worth individuals (HNWIs) and nearly $7.1 billion in fresh investments.

“Dubai has matured into the world’s most compelling plug-and-play city for wealth. The change lies in the intent; founders, operators, and multi-generational families are settling here, not merely passing through,” said Louis Harding, CEO at Betterhomes.

Investment size tells the story. On-the-ground allocations are increasing, with HNWIs averaging Dh11.4 million ($3.1 million) for each residential acquisition, and ultra-high-net-worth (UHNW) families committing more than Dh134 million ($36.5 million) to legacy villas, waterfront compounds, and branded residences rich in identity. These purchases are aimed at permanence, professional services, and intergenerational planning, rather than short-term gains.

The market depth is expanding. Dubai’s luxury property market continues to set new records, with year-to-date villa and townhouse sales reaching Dh147.2 billion ($40 billion), a remarkable 41 percent increase compared to last year. Ultra-prime communities are at the core of this momentum: Palm Jumeirah has seen 85 transactions worth Dh3.8 billion ($1 billion), while Emirates Hills recorded 30 deals totaling Dh1.9 billion ($517 million). At the highest end of the market, homes priced above Dh35 million ($10 million) accumulated Dh9.4 billion ($2.6 billion) in sales over the past six months alone, across 146 transactions.

How does Dubai convert flow into stock? Policy clarity and zero personal income tax reduce friction for wealth creators. Safety, modern infrastructure, elite healthcare and education, and a US dollar-pegged currency support families planning to stay. The DIFC ecosystem, which includes private banking, trustees, and legal/accounting services, supports the growth of family offices and capital-formation vehicles. Together, these features convert mobile inflows into permanent capital.

From status purchases to service stacks. Branded living has evolved from a status symbol to an operating system: concierge, wellness, club networks, and managed rental programs bundled into one address. In a supply-constrained waterfront and villa market, this service stack is the new attraction.

“This cycle is driven by real users, not leverage,” Harding added. “Global wealth is consolidating in branded ecosystems and legacy neighborhoods. With policy clarity and quality-of-life premiums compounding, Dubai’s prime market is shifting from cyclical to structural.”

As the global migration supercycle continues, Betterhomes anticipates sustained depth in prime and super-prime markets, further development of family-office services, and developers focusing on concierge-grade, club-linked offerings. With limited supply in key sub-markets, pricing power remains with high-quality stock.

Legacy hubs face increasing tax and policy friction. Dubai offers clarity, speed, and scale, a rare combination for wealth creators who value operational time, predictable rules, and global reach within one flight. The result is a structural recalibration, not a cyclical fluctuation.
