Dubai: A Growing Hub for Millionaires

Dubai’s allure as a sanctuary for the super-rich is on the rise, with research indicating a new millionaire arrives in the city every hour.

According to Betterhomes’ latest report, Dubai: No Longer a Pit Stop, But the Finish Line for Global Wealth, nearly 10,000 new millionaires are expected to settle in Dubai this year, accelerating its transformation from a temporary luxury destination to a permanent global wealth hub.

By December 2024, Dubai boasts 81,200 resident millionaires, contributing to the UAE’s total of 130,500, marking a staggering 98% increase over the past decade. With 142,000 millionaires projected to migrate worldwide in 2025, even a modest 5% choosing Dubai would add 7,100 new high-net-worth individuals and close to $7.1 billion in new investments.

“Dubai has evolved into the world’s most enticing plug-and-play city for wealth. The shift is in purpose; entrepreneurs, operators, and multi-generational families are establishing roots here, rather than passing through,” stated Louis Harding, CEO at Betterhomes.

Investment sizes are revealing. On-site allocations are climbing, with high-net-worth individuals averaging Dh11.4 million ($3.1 million) per residential purchase, and ultra-high-net-worth families investing Dh134 million+ ($36.5 million+) in legacy villas, waterfront compounds, and branded residences. These are purchases aimed at longevity, professional services, and multi-generational planning, not quick turnovers.

Market depth is expanding. Dubai’s luxury property market continues to break records, with villa and townhouse sales reaching Dh147.2 billion ($40 billion) year-to-date, a significant 41% increase from last year. Ultra-prime areas are central to this growth: Palm Jumeirah recorded 85 transactions worth Dh3.8 billion ($1 billion), while Emirates Hills saw 30 deals totaling Dh1.9 billion ($517 million). At the top tier, homes priced above Dh35 million ($10 million) amassed Dh9.4 billion ($2.6 billion) in sales over the past six months, spanning 146 transactions.

How does Dubai convert flow into stock? Clear policies and zero personal income tax reduce friction for wealth creators. Safety, modern infrastructure, elite healthcare, and education, along with a US dollar-pegged currency, support families planning to stay. The DIFC ecosystem, which includes private banking, trustees, and legal/accounting services, supports the growth of family offices and capital-formation vehicles. Together, these elements transform mobile inflows into permanent capital.

From status buys to service stacks. Branded living has transitioned from being a symbol to a comprehensive system: concierge, wellness, club networks, and managed rental programs all integrated into one address. In a supply-constrained waterfront and villa market, this service stack has become the new attraction.

“This cycle is driven by genuine users, not leverage,” added Harding. “Global wealth is consolidating in branded ecosystems and legacy neighborhoods. With policy clarity and quality-of-life enhancements accumulating, Dubai’s prime market is transitioning from cyclical to structural.”

As the global migration supercycle persists, Betterhomes anticipates sustained depth in prime and super-prime markets, further expansion of family-office services, and developers focusing on concierge-grade, club-linked offerings. With limited supply in key sub-markets, pricing power remains with high-quality properties.

Legacy hubs face increasing tax and policy challenges. Dubai offers clarity, speed, and scale, a rare blend for wealth creators who value operational time, predictable rules, and global reach within a single flight. The outcome is a structural recalibration, not a temporary trend.
