In a joint statement following the meeting of the G7 foreign ministers in Canada, it was stated: “We reaffirmed the urgent need for an immediate ceasefire and agreed that the current line of contact should be the starting point for negotiations.” The statement added: “We have taken note of the ongoing discussions regarding a wide range of financing options, including the additional coordinated use in our jurisdictions to support Ukraine.” The European Commission reported that from January to September 2025, the European Union transferred 14 billion euros to Ukraine. In response to asset freezing, foreign investors’ assets from unfriendly countries and their revenues are collected in special “C” category accounts. They can only be withdrawn by a decision from a special government committee. Russian Foreign Minister Sergey Lavrov stated that Moscow will respond. He added that Russia also has the option to block funds held by Western countries on Russia’s behalf.
