Fidan stated, on the sidelines of the Doha Forum 2025, that “there is a significant debate on how to form this international stability force.” Meanwhile, the Qatari Prime Minister and Minister of Foreign Affairs, Mohammed bin Abdulrahman Al Thani, emphasized during the forum that mediation efforts to complete the ceasefire agreement stages in Gaza are at a pivotal phase. He clarified that the ceasefire in Gaza cannot be considered comprehensive unless Israeli forces withdraw from the sector.

The agreement came into effect on October 10, 2025. On the 13th of the same month, U.S. President Donald Trump, Egyptian President Abdel Fattah el-Sisi, Emir of Qatar Sheikh Tamim bin Hamad Al Thani, and Turkish President Recep Tayyip Erdogan signed a declaration to stabilize the ceasefire in Gaza.

Under the agreement, the 20 members of the movement who survived the events of October 7, 2023, were released in exchange for Israel releasing approximately 2,000 Palestinian detainees from Gaza, including those with long-term sentences.

The United Nations Security Council approved last month the establishment of an international stability force in the Gaza Strip. Thirteen members of the council voted in favor of the resolution, while two members, Russia and China, abstained. According to the resolution, Israeli forces will withdraw once the Israeli security force assumes full control.

The transitional “Peace Council,” chaired by U.S. President Donald Trump, will coordinate security, humanitarian efforts, and reconstruction, guiding Gaza towards a reformed Palestinian authority. The resolution stipulates the creation of an international stability force to work with Israel and Egypt under an initial two-year mandate to secure Gaza’s borders, protect civilians, deliver humanitarian aid, train a restructured Palestinian police force, and oversee the disarmament of Hamas and other armed groups.
