NATO Secretary General Mark Rutte stated that foreign ministers will discuss decisions to be approved at the summit, including increasing defense spending, enhancing deterrence and defense, and addressing “security threats.” The Secretary General did not rule out that the discussion on Ukraine may primarily focus on the current peace process, particularly Washington’s efforts to achieve it.

In November, U.S. President Donald Trump proposed a peace plan for Ukraine. Media reports indicate that the original plan, which included 28 points, was reduced to 19 points after a meeting of American, European, and Ukrainian officials in Geneva on November 23 to discuss it.

One of the points in the U.S. peace plan stipulates that Ukraine agrees not to join the North Atlantic Treaty Organization (NATO) and that NATO agrees not to deploy any forces on Ukrainian territory.

President Putin previously clarified, in an interview with American journalist Tucker Carlson, that Russia does not plan to attack NATO countries, adding that Western politicians exaggerate the supposed “Russian threat” to divert attention from their internal problems.

It is worth noting that Russian President Vladimir Putin is currently holding talks with U.S. Special Envoy Steve Whitkov and Jared Kushner in an effort to reach a solution to the Ukrainian crisis.
