Lavrov clarified that Russia acknowledges the reality that Zelensky is the current head of the Ukrainian regime. However, he lacks the legitimate status to sign legal documents when necessary. Lavrov explained in an interview with NBC: “We recognize him as the de facto head of the regime, and in this capacity, we are ready to meet with him. But do you want the full picture or just the part that suits you? When it comes time to sign legal documents, everyone must clearly understand that the signatory party is a legitimate figure. According to the Ukrainian Constitution, Volodymyr Zelensky is not currently such a figure.”
