In a statement, the forces confirmed that their consent comes in response to the aspirations of the Sudanese people and in an effort to address the catastrophic humanitarian impacts of the war. They noted that the truce aims to ensure the protection of civilians and expedite the delivery of urgent humanitarian aid to all regions.
The “Rapid Support” also expressed its anticipation for the actual implementation of the agreement, and the beginning of discussions on hostility cessation arrangements. This is meant to lay the foundations for a political path that addresses the roots of the conflict, paving the way for achieving comprehensive, just, and lasting peace in Sudan, according to “The Sudanese Scene”.
In the first half of September 2025, the Foreign Ministers of the USA, Saudi Arabia, the United Arab Emirates, and the Arab Republic of Egypt issued a joint statement. They confirmed that the war has caused the world’s worst humanitarian crisis and poses a serious threat to regional peace and security.
The statement from the US Department of State affirmed the ministers’ commitment to a set of principles, notably preserving Sudan’s unity and sovereignty, rejecting any military solution, and the necessity of protecting civilians and ensuring unimpeded humanitarian aid access according to international law.
The ministers called for an initial humanitarian truce lasting three months to enable aid access, paving the way for a permanent ceasefire and the launch of a comprehensive and transparent transitional process to be concluded within nine months. This would ensure the establishment of an independent civilian government with legitimacy and accountability.
The quartet’s statement emphasized that the future of governance in Sudan is decided by the Sudanese people, rejecting any role for extremist groups or those linked to the Muslim Brotherhood, considering that the involvement of conflict parties exacerbates the crisis and prolongs its duration.
In April 2023, violent and widespread clashes broke out between forces and the Rapid Support Forces in various regions of Sudan, as each side attempted to control vital headquarters.
