The statement from the U.S. Department of State emphasized the ministers’ commitment to a set of principles, notably preserving Sudan’s unity and sovereignty, rejecting any military solution, and the necessity of protecting civilians and ensuring unobstructed humanitarian aid in accordance with international law. The quartet’s statement stressed that the future of governance in Sudan is to be decided by the Sudanese people, rejecting any role for extremist groups or those linked to the Muslim Brotherhood, and considering that external military support to the conflicting parties exacerbates the crisis and prolongs it.
The ministers of the four countries also committed to continuing their efforts to support a negotiated settlement, pressing for the protection of civilians and securing the Red Sea, and confronting terrorist and transnational threats, while preventing destabilizing regional or local powers from exploiting the conflict.
The statement concluded by affirming the continuation of consultations and meetings at both ministerial and technical levels, with an agreement to hold a new quartet ministerial meeting in September 2025 to follow up on the implementation of these efforts.
In April 2023, violent and widespread clashes erupted between Sudanese army forces in various areas of Sudan, as each party attempted to control vital locations. Arab, African, and international parties mediated to ceasefire, but these mediations failed to achieve a permanent ceasefire.
