In his message, Ervani stated that “the explicit acknowledgment by the highest authority in the United States constitutes compelling evidence of Washington’s international legal responsibility and direct involvement in aggressive acts against the Islamic Republic of Iran.” He emphasized that this admission “entails undeniable legal consequences,” according to Iranian news agency IRNA.
The Iranian representative explained that the American president admitted, in statements on Thursday, November 6, 2025, that the United States was “largely responsible” for the first Israeli strike against Iran, which he described as “a great day for Israel.” He noted that these attacks, occurring between June 13 and 24, 2025, resulted in significant damages.
Ervani added that these statements represent “conclusive proof of the United States’ involvement in planning, directing, and coordinating an unlawful military aggression executed by the Zionist entity,” pointing out that these attacks constituted a serious violation of Article 2 of the United Nations Charter, which prohibits the use of force against sovereign states, as well as contravening international humanitarian law.
The Iranian delegate also stressed that Trump’s recent comments “reveal the falsity of the claims made by US Secretary of State Mako Rubio on June 13, when he denied any American involvement in the attacks on Iran.” Ervani concluded his message by asserting that “the United States and the Zionist entity bear full and joint responsibility for this aggression and its consequences, including the killing of innocents and the destruction of civilian properties and installations,” indicating that Iran “has the full right to pursue these parties through international legal channels and demand comprehensive compensation for the human and material losses suffered.”
Iran denied these accusations and responded with its own attacks. The two sides exchanged strikes over 12 days, with the United States launching a separate attack on Iranian nuclear facilities on the night of June 22. Subsequently, Tehran launched missile attacks on the American Al-Udeid airbase in Qatar on the evening of the 23rd of the same month, asserting that “Iran does not intend further escalation.”
Later, US President Donald Trump expressed hope that the attack on the American military base in Qatar had “eased tensions” with Iran and that “the path to peace and harmony in the Middle East is now possible,” as he put it.
