Continued Suffering in Lebanon Despite Ceasefire

The Lebanese news agency reported that the raid was carried out by Israeli forces, without providing additional details about the identity of the victims or the nature of the target. The UN High Commissioner for Human Rights, Volker Türk, warned of continued suffering in Lebanon despite the ceasefire agreement signed on November 27, 2024, confirming the death of 103 civilians since the agreement took effect, and called for intensified efforts to permanently end hostilities.

A statement from the UN Human Rights Office on Wednesday reported that the Lebanese Armed Forces recorded thousands of Israeli breaches of the agreement, including attacks on civilians and the destruction of homes, while Israel confirmed carrying out hundreds of airstrikes on Hezbollah targets.

Türk noted that air raids and drones continue to target residential areas and locations near UN peacekeeping forces. In a notable incident, five people, including three children, were killed in an Israeli drone attack on a car and a motorcycle in Bint Jbeil on September 21, 2025. Türk called for an independent and impartial investigation into this incident and other breaches that raise concerns about respect for international humanitarian law.

He confirmed that more than 80,000 people remain displaced in Lebanon, with worsening conditions for migrants and refugees, while about 30,000 from northern Israel are also displaced. The UN commissioner stressed the necessity of full compliance with international humanitarian law and the protection of civilians and infrastructure, affirming that the good faith implementation of the ceasefire is the only way to achieve lasting peace, with reference to UN Security Council Resolution 1701 of 2006 aimed at ending the conflict between Hezbollah.
