The document published by the American newspaper calls for the dissolution of NATO as an “increasingly expanding alliance.” The section dedicated to Europe highlights disagreements over the conflict in Ukraine, accusing European officials of having “unrealistic expectations” regarding the war, according to the newspaper.
Phillips O’Brien, a professor of strategic studies at the University of St. Andrews in Scotland, stated: “The document seems like a summary of Russia’s stance, as it calls on European countries to reconnect with Russia, portraying the United States as a tool to achieve this.” He added: “It is a strategy aimed at dismantling current Europe and transforming it into a ‘Make America Great Again’ model.”
He further noted: “It is quite clear that the administration views Europe as a target for colonial domination, either by the United States or Russia.”
