Amidst geopolitical challenges and rapid tech advancements, GCC cities are at the forefront of urban transformation, with Dubai leading the charge. Recently, Dubai climbed to the 25th spot in the 2025 Global Cities Index (GCI), improving by five positions from last year.
Published by Kearney and the National Transformations Institute, the Global Cities Report ranks 158 cities based on their current achievements and future potential. Dubai’s ascent highlights its strategic investments in human capital, innovation, and infrastructure, making it the top GCC city and a model of future-ready urban development.
A key factor in Dubai’s rise is its focus on attracting international talent. By expanding its Golden Visa program to include experts in AI, blockchain, and data science, along with offering tax benefits and AI research hubs, the city has become a hub for skilled professionals, integrating itself into the global tech landscape.
The report praises Dubai’s ease of entry policies, ranking it highly among global cities. These strategies not only attract talent but also build a resilient and future-ready workforce.
Dubai’s innovative environment has propelled it 19 places up in the Global Cities Outlook (GCO), which assesses urban potential. Investments in smart infrastructure, digital connectivity, and livability improvements are reaping benefits, especially as AI becomes crucial for urban competitiveness.
Other GCC cities also show progress. Abu Dhabi improved in human capital rankings, while Riyadh, Dammam, and Manama made significant advances in the GCO, indicating a regional trend of transformation.
While Western cities face declines in personal well-being due to inequality and healthcare issues, Dubai is thriving. Investments in livability, such as green infrastructure and urban safety, enhance its appeal to global residents and investors.
The report notes that leading cities in the AI era must align energy capacity, environmental resilience, and talent development. Dubai’s integrated approach across these areas positions it as a global model for urban innovation.
As traditional powerhouses like New York and London continue to adapt, Dubai demonstrates that bold vision and coordinated execution can redefine global urban leadership. In a volatile era, GCC urban centers are turning disruption into opportunity, with Dubai at the forefront.
