Dubai: Leading Financial Hub in MEASA

Dubai has cemented its position as the premier financial hub for the Middle East, Africa, and South Asia (MEASA), with the Dubai International Financial Centre (DIFC) now hosting over 8,000 active registered companies. This includes more than 1,000 entities regulated by the Dubai Financial Services Authority (DFSA).

This achievement comes as Dubai rises to the 11th spot in the Global Financial Centre Index, affirming its status as the most reputable financial center in the region and one of the top four global FinTech hubs. The growth of DIFC is also seen in the increase of banking assets managed at the Centre, now reaching around $240 billion—a 200% rise since 2015.

Essa Kazim, Governor of DIFC, emphasized the Centre’s contribution to Dubai’s Economic Agenda (D33). “DIFC’s success sets the standard for other emerging financial centers. We have created a business environment that empowers companies to lead and grow, grounded in innovation, integrity, and global standards,” he stated.

Since its inception in 2004, DIFC has become a magnet for global financial institutions, innovators, and professional services firms. Its ecosystem combines legal and regulatory certainty with business flexibility, supported by three independent entities: DIFC Authority, DFSA, and DIFC Courts.

Arif Amiri, CEO of DIFC Authority, highlighted the Centre’s scale and variety. “Surpassing 8,000 registered companies strengthens DIFC’s status as the sole financial center in the region operating at scale across all sectors. This scope allows us to shape the global financial services landscape and propel Dubai’s rise as a technology innovation hub.”

DIFC’s regulated firms include 289 licensed banks and capital markets entities, including 27 of the world’s 29 globally systemically important banks. The DFSA’s evolving regulatory framework, based on common law and aligned with global standards, consistently attracts financial institutions seeking growth and connectivity.

Mark Steward, Chief Executive of DFSA, stated, “With over 1,000 regulated entities, DIFC stands as the region’s leading financial center. Firms are drawn here to connect with global capital and explore growth opportunities across both developed and emerging markets.”

The DIFC Courts also reported robust performance, with total claim values exceeding AED 17.5 billion this year. His Excellency Wayne Martin, Chief Justice of DIFC Courts, noted that the rise in high-value claims signifies growing confidence in the Centre’s legal framework and its role as a preferred jurisdiction for resolving complex commercial disputes.

As Dubai further extends its global reach, DIFC remains central to its vision for the future of finance—combining scale, innovation, and regulatory excellence to drive sustainable economic growth across the region and beyond.
