The General Pension and Social Security Authority (GPSSA) has expanded the duration for insured members to pay for merging service periods from four years to 10 years.
This decision, approved by the GPSSA Board of Directors, aims to motivate individuals to consolidate their past employment periods, offering greater flexibility in retirement planning.
Starting September 2025, this updated policy will be applicable to all insured individuals under GPSSA’s pension regulations. The rollout will occur in two phases: the first phase will address those with ongoing merging service requests, and the second phase, commencing in November 2025, will invite new applications.

GPSSA advises individuals intending to submit merging requests in the second phase to update and verify their details via the digital Ma’ashi platform. Confirming accurate data, including eligible service periods, will help prevent processing delays.
This change is set to particularly benefit those currently paying more than the legal minimum installment of one-quarter of their contribution salary, as they can now extend payments over a longer period. The minimum mandatory payment remains one-quarter of the contribution salary.
The revised policy permits insured individuals to merge service periods across various scenarios, such as employment with any entity covered by federal pension laws, service completed before obtaining UAE citizenship, and other periods sanctioned by the GPSSA Board of Directors.
Merging service periods allows individuals to consolidate past and current services, ensuring a seamless employment record. This increases the chances of meeting the minimum eligibility for pension benefits and enhances the final pension amount.
