Baghdad Today reported on Al-Sudani’s speech at the Government Performance Evaluation Conference. He stated that reforming and advancing state institutions has been a central goal since the government’s inception. Implementing the government program requires effective and successful tools. He explained that a special committee, including university professors and experts, conducted a transparent evaluation of the performance of general directors, advisors, and ministers under his direct supervision, adhering to standards of integrity and impartiality without any targeting or bias.
Al-Sudani mentioned that the committee completed 1,135 evaluations, resulting in the dismissal of 41 general directors and the confirmation of others, in addition to recommending six ministers for cabinet reshuffling. He also noted that some political forces presented replacements with lower qualifications than the evaluated ministers.
The Prime Minister added that the evaluation results led to four ministers being referred to the judiciary due to performance indicators and suspicions. He confirmed that he approved the investigation results with the ministers and deficient entities, and the files are now before the judiciary.
Al-Sudani emphasized his government’s success in ending the practice of acting positions and establishing professional foundations for governmental performance evaluation as part of the institutional reform program. He stated that the government has been committed to reforming state institutions and enhancing their efficiency from day one. The evaluation process relied on clear and comprehensive criteria covering general directors, deputies, advisors, heads of independent bodies, and ministers, as reported by Iraqiya “WAAC.”
He clarified that the change rate in positions exceeded 21%, involving the dismissal of dozens of officials and the confirmation of others. He praised the distinguished individuals identified by the evaluation process and affirmed ongoing support for them to remain in their positions to serve the country. He also pointed out that the evaluation results were presented to the Parliament, which approved the confirmation of several officials in a move unprecedented since 2003.
