The agreement between the two countries was signed in the Russian city of Saint Petersburg on June 28, 2024. According to the terms of the agreement, both parties commit to extraditing individuals upon request from one to the other for criminal prosecution or the execution of judgments. As stated in the decision by Putin published on the Russian Legal Information Portal: “We agree to the proposal of the Government of the Russian Federation to sign an agreement between Russia and the State of Kuwait for the extradition of sentenced persons to imprisonment.” In November 2024, the Russian State Duma (legislative authority) approved in its general session the transfer of sentenced individuals to imprisonment.
According to the document, an individual sentenced to imprisonment on the territory of one party may be transferred to the territory of the other party to serve their sentence. To this end, the person or their legal representative may request the transfer from both the state that issued the sentence and the executing state according to the provisions of this agreement.
On December 1, 2024, the State of Kuwait issued a decree approving the extradition of wanted individuals between the State of Kuwait and the Russian Federation. According to Kuwaiti media, this agreement applies to all extradition requests submitted since its entry into force and was initiated by the governments of the two countries to facilitate effective cooperation in combating crime. Under its terms, both parties are obligated to extradite any individual upon the request of the other party for criminal prosecution or to execute a sentence.
