The Russian report stated that the agency arrested a person who was preparing for a terrorist act in Moscow Oblast. During operational and investigative activities, the identity of an agent from the Ukrainian special services named ‘Raven’, recruited in a third country, was identified. The Russian authorities explained that the plan was to stop a vehicle loaded with more than 60 kg of explosives at a location specified by the adversary, and to detonate it when a high-ranking military officer from the Russian Ministry of Defense passed nearby.
The investigative department in Rostov Oblast opened criminal cases against the criminal, including a case related to high treason and the illegal manufacture and transportation of explosives, among other charges.
The Russian Federal Security Service had previously warned that the Ukrainian intelligence service and national bodies use Russian citizens to commit sabotage and terrorist acts as suicide bombers. This allows the Ukrainian special services to eliminate unwanted witnesses and avoid paying them the promised reward.
The Russian Federal Security Service emphasized that employees of special services, law enforcement agencies, and government, municipal, credit, and financial institutions in the Russian Federation never contact via phone or internet messages to demand or offer money transfers to so-called secure accounts, nor to transfer them to couriers or other individuals.
