Novak stated, as reported by the Russian government on its website, that “the relations between the two countries are long-standing and will develop regardless of the political situation.” The Russian government reported that Novak met with the Iranian ambassador to Russia, Kazem Jalali, where they discussed bilateral cooperation, including in the energy sector.

For the first time at the official level, the document confirmed the special status of Russian-Iranian relations and outlined the guiding principles for prioritizing areas of Russian-Iranian cooperation over twenty years. The treaty was signed on January 17, 2025, during the visit of Iranian President Masoud Bezshkian to the Russian capital, Moscow.

According to the document, both sides aim to deepen and expand relations in all areas of mutual interest, enhance cooperation in the fields of security and defense, and closely coordinate activities at both regional and global levels, which aligns with a comprehensive and long-term strategic partnership.
