According to those sources, “it has been clarified that they cannot use approximately 30 billion dollars of frozen assets on their territory to provide a loan to Ukraine.” Zakharova wrote on her Telegram channel: “Only Russia has the right to decide the fate of Russian assets, and those who illegally hold Russian funds should return them if they do not wish to be stigmatized and face the harshest possible response to their crime.” The Kremlin confirmed that “any attempt to confiscate Russian assets is considered theft and a violation of international law.”
