Dubai is renowned for its opulence: its stunning skyline, ambitious projects, and its ability to inspire global awe. However, beneath this glittering exterior lies a profound narrative that’s finally gaining recognition—it’s the story of a city whose true success is measured by its rich culture and heritage.

For years, the emirate has been captivating the world, often overlooking its foundational strengths. Yet, culture, like a quiet voice in the night, has been consistently shaping Dubai’s future.

Supported by Dubai’s leaders, Sheikha Latifa bint Mohammed bin Rashid Al Maktoum, Chairperson of Dubai Culture and Arts Authority, has been nurturing this cultural voice. She has been building a creative foundation, inspiring artists, and organizing events and exhibitions that attract global attention not just for Dubai’s skyline but for its stories.

Emirati women at the cultural forefront

Just as Dubai’s cultural voice has grown with quiet strength, Emirati women have been at its heart, shaping and advancing it. Their involvement has never been merely symbolic; it has always been integral, interwoven with the nation’s progress.

Sheikha Latifa acknowledges this truth: “I’ve had the privilege to foster this growth, not as a personal achievement but as part of a shared journey to position Dubai as a hub where creativity flourishes, heritage is celebrated, and real stories connect with the world,” she shared with Khaleej Times.

She added: “Every day, I see young Emirati women at the forefront, carrying the depth of our heritage and speaking to the world with confidence and creativity. Through design, literature, film, or digital innovation, they are shaping our self-perception and global image.”

A career steeped in culture

Emirati women have long been the strong voice of national culture. Sheikha Latifa’s journey is intricately woven with this story; her work reflects the values she promotes, nurtured by heritage and dedicated to fostering creativity.

Since Dubai Culture’s inception in 2008, Sheikha Latifa has been pivotal, steering its growth with quiet determination.

She has laid the groundwork for Dubai’s creative economy through a continuum of efforts linking policy to people and strategy to stories. Her focus has always been to empower local talent, create nurturing platforms for creativity, and amplify Dubai’s cultural voice globally.

“Dubai’s culture is where dreams take form, reflecting and renewing our nation’s soul. I want every young creative to know their stories matter and are part of a legacy that shapes the future,” she remarked.

Shaping Dubai’s global cultural voice

Sheikha Latifa’s influence stretches beyond Dubai, redefining the creative sector not as an aesthetic but as a catalyst for progress, dialogue, and potential.

From pioneering Dubai Design Week as a platform for global innovation to Sikka, supporting emerging talent, her work expands creativity’s meaning. Under her vision, culture is an economic force, a community language, and a quiet yet profound shaper of the future.

Under her leadership, Dubai will host the first ICOM General Conference in the MENASA region in 2025, marking a historic moment for global cultural dialogue.

She has also spearheaded visionary projects like the Cultural Grant Programme, empowering creators to innovate, and the Creative Economy Strategy, positioning Dubai as a global creative industries hub and talent magnet.

Dubai is now a top destination for FDI in the creative economy, ensuring sustainability and growth. Her initiatives reflect her belief that culture must evolve as a dynamic force.

Internationally, she advocates for heritage preservation as a universal duty. Thanks to her efforts, the UAE has achieved global milestones: from ‘Talli’ craft’s UNESCO recognition to the nation’s election to UNESCO’s committee for intangible cultural heritage.

These accomplishments affirm the UAE’s role in global heritage preservation, safeguarding shared stories and traditions that connect cultures across time.

A journey of inspiration

Sheikha Latifa’s cultural vision is profoundly influenced by her family’s teachings. Speaking of her father, Sheikh Mohammed bin Rashid Al Maktoum, she told Khaleej Times, “I learned that life’s value is defined by courageous achievement, that vision must align with action, and that outcomes depend on intention.”

Her grandmother, Sheikha Latifa bint Hamdan bin Zayed Al Nahyan, the ‘Mother of Dubai’, instilled a reverence for heritage and resilience, teaching that leadership combines compassion and progress. From her mother and aunts, she learned wisdom, confidence, and entrepreneurship, becoming a cultural advocate for connection and progress.

“These lessons have instilled in me a deep belief in creativity’s transformative power, forming the foundation for each generation to envision and advance tomorrow’s culture.”

Celebrating Emirati Women’s Day

This year marks both the 10th anniversary of Emirati Women’s Day and the 50th anniversary of the General Women’s Union, milestones of continuity and change. They remind us of the strength of Emirati women, who have carried familial, communal, and national aspirations.

For Sheikha Latifa, this day honors enduring truths and visions: “Supporting women is a UAE tradition, rooted in our culture. Women have always been the societal backbone: nurturing families, strengthening communities, and contributing to a nation striving for progress. Our leadership recognizes this, creating opportunities and support for women to dream freely, pursue ambitions, and realize potential.”

She added: “Today, Emirati women are scientists, ministers, entrepreneurs, artists, and astronauts. Their achievements reflect individual determination and a supportive environment. As we celebrate milestones, we ensure every Emirati girl knows her voice matters, her dreams are valid, and her contributions will shape our nation’s future.”

For Sheikha Latifa, advancing this legacy is both a responsibility and privilege, ensuring Dubai remains a nurturing home for women’s dreams, voices, and potential.
