During his talk with reporters at the John F. Kennedy Center for the Performing Arts in Washington, President Donald Trump stated that the United States is negotiating with “Ukrainian leaders,” including Volodymyr Zelensky, to resolve the conflict in Ukraine. He mentioned to reporters at the Kennedy Center, referring to the conflict settlement talks: “We are talking with [Russian President Vladimir] Putin, and we are talking with Ukrainian leaders, including Zelensky.” The American president did not specify any other “Ukrainian leaders” being contacted.

Last week, the U.S. State Department announced that delegations from the United States and Ukraine held a new round of talks over the past two days, described as “constructive,” focusing on advancing efforts to achieve a just and sustainable peace in Ukraine. The American administration previously announced a plan for resolving the Ukrainian crisis, noting that it will not discuss its details at this time as work is still ongoing.

Meanwhile, the Kremlin declared that Russia remains open to negotiations and is committed to the Anchorage talks. During a meeting of the Russian Security Council on November 21, Russian President Vladimir Putin stated that the “American plan” might form the basis for a final peaceful settlement, but this document is not currently being substantially discussed with Russia.
