UAE Leads in Global Transformation Readiness

In the modern business landscape, transformation has evolved from being a singular event to a perpetual necessity, fueled by rapid advancements in AI, geopolitical shifts, climate challenges, and generational changes in the workplace. While many global organizations struggle to adapt, recent research indicates that the UAE is not only keeping up but also setting the pace.

The Transformation Readiness Index 2025 by PROI Worldwide reveals that organizations in the UAE are better equipped for change than their international counterparts. The study, involving 675 executives from over 30 countries, gave the UAE a score of 81 out of 100, significantly above the global average of 73. The UAE excelled in all four pillars of readiness: Planning, Leadership, Engagement, and Monitoring.

Reasons Behind the UAE’s Success

A key finding of the study is the proficiency of UAE leaders in conveying the purpose of change. On this crucial factor, UAE executives scored 4.2 out of 5, outperforming the global score of 3.7. This ability to clearly articulate the importance of transformation fosters swift alignment, essential in a nation characterized by rapid growth and a diverse workforce.

Louise Mezzina, PR Partner at Mojo, PROI Worldwide’s UAE partner, noted: “The UAE is a transformation testing ground. National ambition drives a fast pace, and a diverse workforce demands quick clarity. This pressure has honed communication skills that many global peers lack.”

The UAE’s results underscore the importance of leadership visibility and trust in driving transformation success. While senior leaders set the direction, middle managers play a crucial role in maintaining alignment through daily interactions.

Global Insights: Communication Challenges

The broader international study highlights a troubling trend: many organizations fail in transformation, not due to poor strategies but due to communication failures.

Globally, only 25% of leaders regard their organization’s transformation communication as effective. The most significant weakness is in monitoring, with 65% admitting they lack systems to assess communication effectiveness during change.

Dirk Aarts, Project Leader of the PROI Transformation Report, stressed: “Transformation stalls not because of flawed strategy, but due to communication breakdowns. Communication drives transformation forward; without it, even the best plans falter.”

The study also links trust and transformation success. When employees trust their leaders and feel informed, change initiatives are more successful. Poor or inconsistent communication, however, erodes confidence and hinders progress.

Unique Challenges in the UAE

Despite its leading position, the UAE faces specific local challenges.

Firstly, the transient workforce means that employee alignment may quickly dissipate unless continually reinforced. Organizations can’t rely on initial communication alone; they must consistently renew alignment throughout transformation.

Secondly, there’s an external engagement gap. While internal communication is strong, engagement with regulators, partners, and customers often lags. In a policy-driven environment, this oversight can weaken long-term success.

Nonetheless, the UAE’s overall readiness reflects a system tested by the magnitude and speed of national projects, from economic diversification to digital transformation.

Significance of the Findings

These insights emerge as transformation becomes indispensable. Globally, just 27% of companies deem their change efforts successful, with communication gaps being a primary cause of failure. For the UAE, the stakes are especially high. Given its ambitious national vision, diverse population, and status as a global business hub, transformation readiness is not just beneficial but essential.
