In 2025, the UAE is recognized as the world’s 5th most crypto-friendly nation.
The Crypto Wealth Report 2025 by Henley & Partners and New World Wealth highlights the UAE as the globe’s top tax-friendly nation, thanks to its zero tax policy on cryptocurrencies.
“The UAE offers an optimal tax environment for crypto, paired with high digital adoption, enticing both users and enterprises. Strong government support, like Dubai’s Virtual Assets Regulatory Authority and the Central Bank’s Digital Dirham initiative, fosters an innovative blockchain and financial services ecosystem,” the report notes.

Basil Mohr-Elzeki, Henley & Partners North America’s Managing Partner, describes Dubai as a digital asset haven.
“The UAE offers a comprehensive strategy for crypto wealth attraction, being a crypto entrepreneur’s ideal, with zero taxes on trading, staking, mining, or selling across all emirates. Beyond tax benefits, Dubai’s creation of the Virtual Assets Regulatory Authority in 2022 was groundbreaking — a regulator dedicated solely to virtual assets. The UAE’s strategic approach includes the DMCC Crypto Centre housing over 650 blockchain firms and special visa tracks for tech entrepreneurs, representing intentional infrastructure,” he said.
“The UAE’s Residence by Investment initiative, particularly the UAE Golden Visa, provides a 10-year renewable residence, aligning with blockchain developers’ long-term goals,” Mohr-Elzeki added.
Frederik Bussler, from Bussler & Co in New York, says Dubai draws high-net-worth digital asset investors with its top-tier infrastructure and a regulatory environment that actively encourages crypto entrepreneurs via the Golden Visa program, offering 10-year renewable residency.
“The UAE boasts the highest global crypto ownership rate, with nearly 30% of residents holding cryptocurrency,” he stated.
