Artificial intelligence is now at the heart of training future public leaders in the UAE. The Mohammed bin Rashid School of Government has introduced School 5.0, an initiative integrating AI into every aspect of academic and administrative functions, equipping students to harness this technology effectively, and transforming leadership education for a data-centric era.
School 5.0 is part of a comprehensive set of initiatives under the new MBRSG 33 strategy, revealed during the school’s 20th anniversary. This strategy also features the Future Governments Research Center, a hub for practical research and policy innovation, and the Dubai Behavioral Insights Lab, which applies behavioral science to create public policies enhancing government efficiency and citizen quality of life.
Discussing the school’s goals, Dr. Ali bin Sebaa Al Marri, CEO of the Mohammed bin Rashid School of Government, stated, “Education is rapidly changing, and we must adapt to new technologies and AI. This strategy helps us fully integrate AI into our operations, preparing leaders for a dynamic world.”

He continued, “Our goal is to rank among the top five global government schools. In research, we aim to be a leading center in the Arab world, and in leadership programs, we strive to be regionally unparalleled.”
Both students and staff will learn to utilize AI as an aid to enhance learning and decision-making, not as a hindrance. “We are educating students to use AI effectively, ensuring they are properly assessed and its advantages maximized,” Al Marri elaborated. In the education sector, the school aims to update curricula, develop skills, and apply AI strategically and responsibly.
The launch of School 5.0 coincided with the graduation of the school’s 12th master’s cohort. Seventy-five students from 27 government and private entities earned degrees in executive leadership, public administration, public policy, and innovation management. The event, attended by government and academic leaders, celebrated both the milestone anniversary and the evolution of leadership education in the UAE.
The graduation also marked the school’s 20th anniversary, highlighting two decades of leadership development in the UAE. Over this period, the school has graduated 833 master’s students, trained over 30,000 people in executive education programs, published more than 600 research papers, and formed 115 strategic partnerships with local and global institutions.
Reflecting on the school’s impact, Abdullah Ali bin Zayed Al Falasi, Chairman of the School’s Board of Trustees and Director General of the Dubai Government Human Resources Department, emphasized the institution’s role in empowering youth as a national asset. “The school’s two decades reflect its success as an academic hub that embodies the UAE’s strategy for developing young leaders,” he remarked.
He also commended the graduates for their readiness to lead change and improve the nation’s administrative framework. “The school is proud of its graduates, who are equipped with the tools and skills to achieve a competitive administrative model aligned with the nation’s future goals,” Al Falasi added.
