The aim is to explore and exploit petroleum resources in the southern Elizi region, located about 100 km from the city of In Amenas, within the hydrocarbon-rich Elizi basin, under a production-sharing agreement. Sonatrach clarified that the Saudi partner will finance 100%. The company emphasized that local content and the involvement of Algerian operators will be prioritized in the execution of this contract, as part of supporting the national economy and transferring technical expertise. It also noted that the signing of the agreement on March 3, 2024, strengthens the Algerian-Saudi partnership in the energy sector. Algeria aims to exceed 100 billion cubic meters of exports annually by 2028, amidst growing domestic consumption that has reached levels similar to exports, according to government data. It is noted that Algerian President Abdelmadjid Tebboune announced in February 2022 that 70% of the 2022–2025 period would be directed towards exploration and development activities, including additional oil and gas extraction projects. In March 2023, Minister Arkab revealed plans to support the sector’s development over the coming years, with the new plan continuing these ambitious efforts to enhance Algeria’s energy leadership.
