Dubai Enhances Emergency Systems for People of Determination

Dubai is implementing measures to ensure the swift and safe evacuation of People of Determination (POD) during emergencies. Some government bodies are creating a central database, while others have developed apps to alert PODs of imminent threats.

The Dubai Corporation for Ambulance Service (DCAS) is developing a comprehensive database called Estijaba, which will centralize essential information on PODs across the emirate. In collaboration with the Community Development Authority (CDA) and Dubai Health Authority (DHA), this digital platform will store accurate records and medical histories of registered individuals, accessible to first responders and medical professionals during crises.

Additionally, Dubai Municipality (DM) has enhanced its DB Safe app to send audio alerts in case of building evacuation due to seismic activity. “This feature ensures PODs can evacuate during earthquakes,” explained a project researcher. “It provides clear exit instructions in both English and Arabic, and notifications are based on the individual’s location.”

These innovations were featured at the seventh AccessAbilities Expo in Dubai, a major event showcasing technologies and services to empower those with special needs across the Middle East.

Crucial in Emergencies

The Estijaba platform is still developing, and a DCAS spokesperson mentioned that POD relatives can register details. “Relatives can input the POD’s primary disability, known allergies, and medications,” the spokesperson said. “We’ll verify the information, and once confirmed, it will be available to first responders and rescuers during emergencies.”

In the future, the system will integrate with DHA and CDA platforms, including already registered PODs. This centralized system will enable efficient evacuation and appropriate treatment based on medical history.

To ensure trust and security, the system will utilize blockchain technology, ensuring access is limited to authorized personnel only.

Educational Robot

Displayed at the DM stand was the robot Suhail, which interacted with PODs, providing evacuation instructions during earthquakes. The robot’s moving limbs, color-changing face, and animated mouth made it popular, especially with children.

“We use this robot in schools for children with disabilities,” researchers said. “It delivers voice commands and audio instructions for earthquake scenarios. Feedback at the expo suggested adding sign language communication, which is valuable and will be considered for integration.”
