Over 1,800 dedicated employees ensure the smooth operation of the Dubai Metro daily, catering to approximately 850,000 passengers, a number that surpasses one million during major events like New Year’s Eve. The Roads and Transport Authority (RTA) schedules staff in shifts at the Operations Control Centre (OCC) in Al Rashidiya to maintain continuous service.
“Dubai Metro was a pioneer in the region for incorporating artificial intelligence (AI) into its operations, allowing adjustments in train speeds to match the timetable, ensuring punctuality by accelerating delayed trains or decelerating those ahead of schedule,” stated Hassan Al Mutawa, Director of Rail Maintenance, Rail Agency, during a visit to OCC reported by Khaleej Times.
The centre functions as the Metro’s control tower, monitoring train and facility movements across the network to ensure they stay on schedule, with teams ready to tackle any malfunction or emergency instantly.

“The centre oversees all operational details from the first train at 5am, ensuring system and asset readiness, inspecting trains and stations, and providing a safe, seamless transport experience for passengers,” Al Mutawa added.

Thanks to these advanced systems, the network’s operational accuracy is 99.7%, placing Dubai among the top five cities worldwide in performance.

How the OCC Functions
The OCC is organized into specialized teams with distinct responsibilities:
-
One team handles train movement and station operations.
-
Another team addresses real-time alarms or technical issues.
-
A dedicated safety and security team collaborates with Dubai Police and other partners.
-
A specialized team monitors train activities at depots.
-
A Duty Manager oversees all staff to ensure seamless coordination across the centre.
Managing Peak Hours
Efficient management of rush hours is backed by a comprehensive database developed since the Metro’s 2009 launch. Morning peak hours are from 7am to 9am, and evening peak hours are from 4pm to 8pm.
“Up to 70 trains operate on the Red Line and 30 on the Green Line. During off-peak times, train numbers adjust according to demand,” noted Al Mutawa. Special crowd management plans are also in place for major events, including deploying extra trains to ensure smooth passenger flow.
Handling Malfunctions and Emergencies
The network experiences very few malfunctions compared to global standards, typically six to seven incidents annually. Most issues are resolved through remote system commands, but a first-line response team is ready when necessary. Backup plans with buses and taxis are established in collaboration with relevant authorities to minimize disruptions.
Officials emphasize that smooth operations also rely on passenger cooperation. Regular awareness campaigns at stations and on media platforms remind commuters to follow rules and practice good transit etiquette, especially during busy events.
