On Wednesday at the SHRM MENA Annual Conference & Expo 2025 in Dubai, the Federal Authority for Government Human Resources (FAHR) introduced the HR AI Agent. This groundbreaking AI system is set to transform HR service delivery for federal government employees in the UAE.

Faisal Saeed Binbuti Al Mheiri, Director General of FAHR, stated, “This is beyond a simple ChatGPT. It’s an advanced AI system that revolutionizes HR services for the UAE federal workforce.”

Launched last week, the AI agent acts as a virtual HR and legal advisor, offering personalized, real-time support for over 100 services, including legal queries, HR assistance, applications, performance management, and payroll. Its voice-enabled, multilingual, and context-aware features integrate seamlessly with the federal workforce.

Al Mheiri noted initial challenges such as skepticism, security concerns, and accuracy issues, which were overcome through ongoing improvements and integration with FAHR’s systems.

Key development highlights include:

  • AI Agent DNA: An empathetic framework for user experience focusing on simplicity and human-value-driven innovation.

  • Hierarchical Journey: Prioritizing tasks for AI involvement with well-structured AI logic.

  • Data Collection & Governance: Securing data integrity with classified access and role-based controls.

The HR AI Agent is anticipated to enhance productivity by allowing employees to concentrate on core tasks, save about 55,000 employee hours annually, and cut HR help desk inquiries by 50%. It also aids compliance and risk reduction by delivering precise, citation-based responses to HR and policy inquiries. Al Mheiri emphasized AI as a tool to enhance, not replace, human performance.

He also highlighted the evolving nature of work: 44% of worker skills will change within five years, up to 800 million jobs could be automated by 2030, and new job roles will emerge. Moreover, 65% of children starting primary school today will work in jobs that don’t yet exist, underlining HR’s evolving role in shaping the future rather than just managing it.

The SHRM MENA Annual Conference & Expo 2025 opened at Madinat Jumeirah, Dubai, gathering senior officials, business leaders, and HR professionals globally. Under the theme ‘Shape the Future of Work!’, the event focuses on redefining HR and leadership amid digital transformation, under FAHR’s patronage.
