Israeli media quoted the Chief of Staff as saying that the plan includes completely encircling the city of Gaza and isolating it from the central areas and the humanitarian corridor in the Mawasi area by re-establishing the Netzarim axis. He added that the third phase of the plan involves conducting an intensive ground maneuver inside the city, coinciding with large-scale aerial bombardment, to enhance control over the sector.

The Israeli Security Cabinet had approved last Friday a plan proposed by Prime Minister Benjamin, which stipulates “controlling” the city of Gaza. The statement added that “the Security Cabinet approved, by majority vote, five principles to end the war: disarming Hamas, returning all prisoners – alive and dead, disarming the Gaza Strip, Israeli security control over the Gaza Strip, and establishing an alternative civilian administration that is not affiliated with either Hamas or the Palestinian Authority.”

It is noted that the humanitarian and food crisis continues under the siege and the lack of food and medical supplies, where severe famine overlaps with the war waged by Israel since October 7, 2023. The United Nations Relief and Works Agency (UNRWA) had warned that malnutrition and famine among children under the age of five in the Gaza Strip have doubled between March and June 2025 as a result of the ongoing siege.

From October 7, 2023, until the current August, the war on Gaza has resulted in the death of more than 61,000 Palestinians and approximately 151,000 injuries, according to the Ministry of Health’s data.
