Hespress reported this Wednesday evening that Bourita stated that Moroccan doctrine is based on the principle that maritime border demarcation cannot be built on a fait accompli policy. Whenever we face this, we respond officially and firmly as stipulated by the Law of the Sea.

He emphasized that Morocco is always committed to dialogue and that demarcation should be achieved through direct, calm, and constructive dialogue. The clearest example of this is the maritime border demarcation with Spain, whether in the Mediterranean or the Atlantic, where the issue is handled with a spirit of good neighborliness, transparency, and mutual interest.

He pointed out that maritime cooperation reflects a deeper political reality manifested in the maturity of the strategic partnership between the Kingdom and Spain, where this partnership goes beyond the issue of demarcation to include major shared maritime challenges.

He confirmed that the sea is at the heart of major diplomatic initiatives launched by His Majesty the King in recent years. Starting with the Rabat Process, which has brought together 23 Atlantic African countries since 2022 around a shared vision based on maritime security, environmental protection, and encouraging sustainable blue development.

Then there is the royal initiative to enable access to the Atlantic, launched in 2023, which represents an unprecedented expression of geopolitical solidarity. He also mentioned the African-Atlantic gas pipeline project launched by the Moroccan monarch with Nigeria’s president in 2016, which is considered the largest structural project to establish regional stability and stimulate the creation of local infrastructures supporting regional industrial development.
