North Korea’s Space Ambitions and Legal Foundations

The Korean Central News Agency quoted Jang Song-chol, Dean of Kim Il-sung University, as saying that the amendment passed in 2022 provided the legal foundation for acceleration, pledging to support this direction by preparing specialized cadres in space law. Kim Il-sung emphasized that research and educational efforts focus on aligning national development with international and local laws to ensure the country’s right to become a major space power.

It is noted that in November 2023, a military reconnaissance satellite was launched, and three more satellites are pledged to be launched in 2024. However, the plan has not been completed due to the failure of an attempt to launch a new satellite.

The space dossier in Democratic Korea receives direct support from the country’s leader Kim Jong-un, who continuously monitors space centers, stressing the need to continue putting more effort into this field.

North Korea previously stated that it sought to place satellites in orbit as part of a “peaceful” space development program, while the United States and its allies considered it part of efforts to master intercontinental ballistic technology.
