Mogilevsky pointed out in statements to Sputnik, on the sidelines of the fifth forum of the Union of Russian and Arab University Presidents in Cairo, that “educational cooperation between Russia and Egypt has seen tangible development with the opening of branches of St. Petersburg State University and Kazan Federal University in Egypt in 2023 to train medical personnel. The current number of students is about 3,000, with plans to increase the number to 15,000 students in the future and build a new building for this purpose.” Russia and Egypt have also signed a memorandum of understanding to expand cooperation and establish new branches, most notably at Borg El Arab Technical University to train engineering personnel to work at the Dabaa nuclear power plant as part of a joint Russian-Egyptian project in collaboration with the Russian state corporation “Rosatom,” according to Mogilevsky.

Mogilevsky confirmed that “the cooperation includes advanced fields such as space, artificial intelligence, and nuclear energy, with agreements and memoranda of understanding signed between the Union of Arab and Russian Universities and Russia. These include space exploration projects, including the launch of a joint orbital telescope and the study of exoplanets and the search for signs of life.” He noted that “the Russian government is working on setting guidelines and priorities for universities, encouraging them to propose practical and scientific projects,” and that “the fifth forum of the Union of Russian and Arab University Presidents contributes to enhancing dual-degree programs, joint scientific research, academic exchange, and internships for faculty members and students.”

Minister Konstantin Mogilevsky pointed out that “education is a conservative sector by nature, so any changes are carefully studied to ensure improvements, with a pilot project involving six universities.” He expects the number of participants to increase starting from the next academic year and to develop educational standards and improve the role of educational and federal methodological associations.

He explained that “the modernization of the Russian higher education system, scheduled to start in 2027, opens new horizons for international cooperation and meets labor market needs amid technological and economic developments, with the increasing popularity of Russian universities among international students and their confidence in the quality of Russian education and career advancement opportunities.”
