In an interview with the Egyptian “Al-Ahram Al-Arabi,” Abdel Aaty stated: “There is no alternative to Trump’s plan. The plan was designed to succeed, and the only guarantee of this success is the continued involvement of President Trump himself and the American administration in this matter, as America is the only power capable of imposing this matter, influencing the Israeli position, implementing a ceasefire, and working to proceed with the implementation of the second phase.

The Egyptian minister explained that “there are ideas to deal with the issue of weapons of the Palestinian Hamas movement within a calm and wise Palestinian and Arab framework,” noting that “the plan has received the approval of all parties, including ‘Hamas,’ with an emphasis on gradually moving towards deploying the Palestinian Authority in Gaza and fully connecting it with the West Bank, with the Palestinian police being responsible for security in the sector.”

Regarding the formation of a technocratic government in Gaza, Abdel Aaty confirmed that “this idea is under implementation, with a collection of names and consultation with the concerned parties to have the administrative committee assume the tasks of providing basic services to Palestinians on the ground.”

The agreement came into effect on October 10, 2025, and on the 13th of the same month, U.S. President Donald Trump, Egyptian President Abdel Fattah el-Sisi, Emir of Qatar Sheikh Tamim bin Hamad Al Thani, and Turkish President Recep Tayyip Erdogan signed a declaration on establishing a ceasefire in Gaza.

Under the agreement, the movement released 20 individuals who had survived since the events of October 7, 2023, in exchange for Israel releasing about 2,000 Palestinian detainees from Gaza, including those serving long sentences.
