In the first half of 2025, authorities identified 405 instances of fake Emiratisation within private sector businesses. The Ministry of Human Resources and Emiratisation (MoHRE) confirmed legal measures have been initiated against those companies involved in these activities.

MoHRE highlighted the importance of field inspections and a robust digital monitoring system in uncovering such practices, emphasizing its dedication to enforcing Emiratisation policies with rigor.

Fake Emiratisation occurs when a company hires UAE nationals, issues them work permits, and registers them as employees for purposes not aligned with their roles. These agreements usually involve signing contracts that do not result in genuine employment.

The government upholds a strict zero-tolerance stance against fake Emiratisation. Last year, a company attempting to skirt Emiratisation targets by falsely appointing 113 citizens faced a Dh10 million fine.

Nafis Program

UAE private firms are mandated to boost their Emirati workforce by 2% annually, aiming for at least 10% by 2026. This objective is split: 1% in the first half and another 1% in the second half of each year.

This initiative has led to a record number of UAE nationals joining private sector roles. By June 30, the halfway mark for the 2025 targets, over 29,000 companies employed 152,000 UAE citizens.

A MoHRe press release highlighted that Emiratisation strategies empower local talent to actively engage in the nation’s growth and significantly contribute to the economy, particularly in key sectors identified in semi-annual goals.

The Ministry rewards compliant companies by including them in the Emiratisation Partners Club, offering an 80% reduction on ministry transaction fees and prioritization in government procurement, in partnership with the Ministry of Finance. Additionally, compliant firms benefit from the Nafis program, which supports UAE citizens’ wages and provides other advantages.

Community members can report fake emiratisation through the call center at 600590000, the Labour Claims and Advisory Call Centre at 80084, or via the MoHRE smart app or official website.
