The resolution stated that “the State of Palestine has the right to submit a pre-recorded statement by its President or any other high-level representative at any high-level meeting or conference of the United Nations, and at international conferences and meetings held under the auspices of the General Assembly.” The resolution received support from 145 countries, with 6 abstentions and 5 votes against it. Notably, America, which refused to issue visas to the Palestinian delegation, also opposed the resolution allowing Abbas to speak via video. Russia voted in favor of the resolution, according to the Palestinian News Agency (WAFA).
On August 29, 2025, the U.S. Department of State announced that it began refusing or canceling entry visas for Palestinian officials ahead of the United Nations General Assembly session. The Palestinian News Agency (WAFA) reported that Palestine demanded the U.S. review and cancel the visa restrictions.
The 80th session of the United Nations General Assembly opened on September 9, and as usual, it will include a high-level week. The general debate will be held from September 23 to 27 and will resume on September 29.
