The ministry clarified in a document issued by it that “the U.S. government continues to evaluate Syria’s designation as a state sponsor of terrorism,” according to its expression. The American ministry noted that “the United States no longer imposes, and it is permitted to transfer most basic civilian goods produced in the United States, as well as software and technology, to or within Syria without a license.” The decision received support from 14 members, with one member abstaining from voting, which was China, and it came under Chapter VII of the United Nations Charter. The council confirmed in its decision its commitment to Syria’s sovereignty, independence, and national unity, and its continued support for its people, indicating its intention to promote reconstruction and economic development in line with the international sanctions regime, according to the United Nations. A spokesperson for the U.S. State Department said that “President Donald Trump’s administration supports the repeal under the Caesar Act through the National Defense Authorization Act, which U.S. lawmakers are currently discussing.” The White House, led by U.S. President Donald Trump, is working to mobilize pressure to push Congress towards repealing the remaining sanctions on Syria, warning that “keeping them may be considered the backbone of the new regional strategy.”
