Dubai authorities have intensified their efforts to eliminate graffiti across the emirate by repainting vandalized walls through a new community initiative spearheaded by Dubai Municipality.
Over 60 volunteers have already teamed up with the Municipality to repaint more than 200 walls since the initiative’s inception.
Graffiti is classified as vandalism under the UAE Federal Penal Code when executed without authorization. Offenders may face fines from Dh500 to Dh10,000, and prison terms up to one year. In severe cases, such as group vandalism, penalties can extend to five years in prison. These strict measures underscore the UAE’s commitment to safeguarding public and private property, preserving urban harmony, and maintaining the city’s global image.

In addition to enforcing these laws, Dubai Municipality adopts a proactive and positive strategy for urban restoration. Eng Abdulaziz Al Baloushi, Director of the Building Control Section, highlighted the significance of involving the community in maintaining the city’s visual appeal.
He detailed a thorough action plan to identify graffiti-affected walls, ensuring color consistency by sampling original wall hues. This ensures compliance with high-quality standards and meets the expectations of both residents and stakeholders.
The initiative has been positively embraced by residents and property owners who see it as a practical measure to restore urban beauty while affirming Dubai Municipality’s dedication to preserving the city’s identity.
Volunteers have expressed satisfaction with their contributions, finding personal fulfillment in a movement that encourages community involvement, civic duty, and collective pride. Beyond repainting, the initiative also serves as an educational campaign, highlighting the negative effects of illegal graffiti and promoting legal artistic expression through authorized venues.
Broader vision: Year of Community 2025
This initiative aligns with the UAE’s designation of 2025 as the ‘Year of Community’, focusing on enhancing social cohesion, boosting civic engagement, and promoting volunteerism nationwide.
Dubai Municipality’s program not only tackles an urban issue but also supports the emirate’s sustainability and development objectives, ensuring neighborhoods remain inviting, lively, and visually appealing.
Legal art versus vandalism
While illegal graffiti is punishable, Dubai offers legal avenues for artistic expression through events like the Sikka Art Festival, Dubai Canvas, and community mural projects sanctioned by Dubai Culture.
These government-supported initiatives provide platforms for artists to legally create murals and community artworks.
