Dubai’s Knowledge and Human Development Authority (KHDA) has introduced new criteria for qualifications, experience, and conduct, along with a 90-day waiting period for teachers resigning mid-term. These measures aim to enhance staffing in private schools.

All new teachers, including those teaching Arabic and Islamic Studies, must adhere to KHDA-approved qualifications and conduct standards. Current teachers have until September 2028 to meet these new criteria, while schools starting in April have until April 2029.

Teachers and school leaders who resign during a term or semester must wait 90 days before starting a new position at another private school in Dubai, unless they complete their notice period.

The KHDA’s Technical Guide for Appointing Teaching Staff in Private Schools in Dubai is effective immediately for new and transferring educators. It aims to improve teacher quality and decrease mid-year turnover.

Additional key elements include:

Compulsory appointment notices: Schools must secure an Appointment Notice for each teacher and leader, solidifying their commitment to the school. This notice is needed again if the teacher changes schools within Dubai, replacing the previous KHDA-issued Appointment Letter.

Exit surveys for departing staff: Teachers and leaders must complete a KHDA Exit Survey before receiving a new Appointment Notice. This data aids KHDA and schools in understanding teacher turnover trends.

Code of conduct and safeguarding training: All educators must undergo induction training before starting their roles, covering safeguarding, inclusion, UAE values, and professional ethics. A signed Code of Conduct is mandatory for all teachers.

Dr. Amna Almaazmi, CEO of Growth and Human Development at KHDA, stated, “These new guidelines are a significant step towards providing a stable and supportive environment for teachers and school communities. They ensure consistent, high-quality standards for educators. By reinforcing expectations for recruitment, conduct, and accountability, the guides assist school leaders, protect student well-being, and bolster Dubai’s reputation as a global hub for outstanding education and talent. Supporting our teachers is as important as supporting our students.”

The guide is accessible on the KHDA website, with briefing sessions planned for schools, HR professionals, and governing boards to facilitate implementation.
