On Monday, the UAE Ministry of Foreign Affairs (MoFA) unveiled a new digital service, boosting the nation’s mission to eliminate bureaucracy.
This service enables UAE citizens to obtain ‘to whom it may concern’ certificates online in just three steps through the MoFa website or app.
These certificates, essential for those seeking medical treatment or education abroad, can now be digitally authenticated, eliminating the need for visits to UAE missions or traditional methods.

To use the service, Emiratis must log in with their UAE Pass, choose the certificate type, and upload the necessary details and documents. A PDF of the certified certificate will be emailed to them.
“The service consolidates various processes into a single, more efficient procedure, cutting down processing times and offering top-quality services,” stated Omar Obaid AlHesan AlShamsi, Ministry of Foreign Affairs Undersecretary.
He noted that this initiative aligns with the Government’s Zero Bureaucracy Programme’s second phase.
Last year, UAE ministries and federal units were instructed to eliminate at least 2,000 procedures and halve processing times within a year.
“A future strategy anchored on eliminating bureaucracy and quick service delivery,” declared Sheikh Mohammed bin Rashid Al Maktoum, UAE Vice-President and Prime Minister, and Dubai Ruler.
