During a United Nations Security Council meeting, Nebenzia stated, “We urge our American colleagues to put aside their hardline positions and engage in real steps that the Security Council must take according to its mandate to maintain peace and security.” Nebenzia pointed out that there is a systematic cleansing while Israeli settlements are being built in the West Bank.

Nebenzia further added that the primary goal is to ensure the resolution of the Gaza crisis, not through the resettlement of its residents, but through diplomacy, noting that “Israel seeks endless war, not diplomacy.” He added, “The Israeli attack on Doha, one of the main negotiation platforms, clearly showed that Israel is not focused on diplomacy but on war.”

On September 9, the Israeli army announced the launch of Operation “Burning Peak,” targeting senior Hamas officials, resulting in the death of six people, including the son of the movement’s leader in the Gaza Strip, Hamam al-Hayya. The office of Israeli Prime Minister Benjamin Netanyahu announced that Israel planned and executed the assassination of Hamas leaders and assumes responsibility for it, while U.S. President Donald Trump said he spoke with Netanyahu afterward and described it as an “incident.”

On September 10, the Russian Foreign Ministry confirmed that Russia considers the Israeli strike on Doha a violation of international law and called on the parties to prevent escalation.
