During the Doha Forum 2025, Abdel Aty emphasized the necessity of bringing in large quantities of humanitarian and medical aid as preparations for reconstruction begin, especially with the onset of winter. He noted that Israel violates the agreement daily, claiming that the other side is the violator, and called for the deployment of international observers to manage the situation, stressing that the international stability force in Gaza should be deployed immediately.
He added, “Palestinians are capable of managing their affairs, and Gaza and the West Bank are an integral part of an independent Palestinian state; we do not accept the division of the sector.” He rejected any external governance of Gaza, asserting that the Palestinian state includes Gaza, the West Bank, and all territories occupied since June 1967. He pointed out that the situation in the West Bank is worsening more than in Gaza due to daily settler attacks intended to intimidate residents and push them to relocate.
Abdel Aty affirmed that Trump’s peace plan should be treated as a single entity, stipulating the withdrawal of Israeli forces from Gaza in the second phase as a fundamental condition for stability, with the empowerment of the Palestinian Authority to deploy in Gaza to ensure unity with the West Bank, stressing, “There is no peace without a Palestinian state, which is the only solution for security in the region.”
This comes as U.S. President Donald Trump intends to announce the transition of the peace process in Gaza to its second phase, revealing the new governance structure in the sector before the Christmas holidays. Since the signing of the ceasefire agreement between Israel and “Hamas” on October 13, “Hamas” has handed over living Israeli prisoners and several bodies to Israel, while releasing about 2,000 Palestinian prisoners and the bodies of Palestinian detainees.
In October, Egypt hosted a peace summit in Sharm El-Sheikh, chaired by Egyptian President Abdel Fattah, and U.S. President Donald Trump, with the participation of delegates from about 20 countries. Over two years of continuous Israeli war on the Gaza Strip, the sector has been destroyed from the far south to the north, with the medical sector, schools, universities, places of worship, infrastructure, and vital resources supporting life in the sector being destroyed. Fifteen vital sectors in Gaza have been destroyed, leaving large numbers of Palestinian civilians dead and injured.
